Can anyone clarify the travel/fines situation?

Not asking for a debate on whether you should or shouldn’t travel or should or shouldn’t meet. I have no current plans to do either so please refrain from the usual covid abuse people love to dish out on here Grin

  1. Is it actually illegal to travel for a walk? And if so, how can you define local - has it been defined or is it case by case basis?
  1. Is it legal to impose fines? If the answer to 1 is that it is guidance only, how can it be legal to impose a fine?

I'd like to know this too. I live in a village with a tiny rubbish playground. I've been taking the kids 6 miles to the nearest larger town where there are a few much better playgrounds. We go in the car and the playgrounds are usually fairly empty particularly early morning.

It's the only thing we have in our lives right now so it's a bit depressing if we are doing something illiegal.

It’s not illegal to travel for a walk, it actually states in the guidance that it is ok to travel a reasonable distance. The legislation (actual law) has no mention of it being illegal to travel any distance to exercise and there is no mention of once a day either. If you have twitter follow Adam Wagner he is a lawyer and very good at explaining the legislation in simple terms. The police catch people out who do not understand the difference between guidelines and law. And in the case of Derbyshire police they back down when challenged. The best thing we can all do is to make ourselves aware of what is legal so if challenged or stopped you know where you stand as it seems the police do no even know the rules the majority of the time. Now be prepared for lots of posters to jump on here and tell you you are killing people by driving to exercise...... (you aren’t and we have been doing it most days to be able to walk somewhere that is suitable for a pram)

'.... But in a statement, the force said further guidance issued by the National Police Chiefs Council (NPCC) had "clarified the policing response concerning travel and exercise ".

The guidance said: "The Covid regulations which officers enforce and which enables them to issue FPNs [fixed penalty notices] for breaches, do not restrict the distance travelled for exercise "...'

The NPCC added that rather than issue fines for people who travel out of their local area "but are not breaching regulations, officers will encourage people to follow the guidance ".

I want to know this too.. but as far as I can tell, it is all guidance anyway and not legally binding.
You can go for a walk with your support bubble absolutely fine, and support bubbles can travel any distance to see you. So, what if you are out with your support bubble and stopped and questioned by the fuzz? I am local so all good.. my bubble is not (45 miles in my case). Honestly, I guess I will have to see if we are stopped and see what happens. Does not stop me getting worked up and anxious about doing something that is absolutely within the rules anyway.
