Why are all corona announcements "leaked" in advance?

Who is leaking everything and why does the government think it's not an issue?

If Iris the government itself responsible for the leaks surely this undermines faith in the government?

Someone just pointed out that the 'leaks' allow police & local councils & local health groups to give feedback about feasibility of proposals. Some things aren't leaks, they are more like letting it be known ideas are being discussed.

Its not just covid.

Its been unofficial policy to leak absolutely bloody everything since 2016.
