Can I form a care bubble with someone who has severe mental illness?

Hopefully someone can help me- on September 22nd, gov announces informal care bubbles for vulnerable people.

Young family (ie, early 20's) member has a personality disorder (amongst other issues) and is openly suicidal at this point. We've tried looking into things, and I am wondering if we are allowed to form a care bubble? They receive disability funding, but also are not allowed to form 'regular' support bubble as they live with a couple in a houseshare. (Who they don't interact with.)

I know care bubbles are allowed for physically disability, surely mental is also allowed? Confused With nothing changing anytime soon, this family member needs to spend some quality time with us- They also have physical conditions (albeit minor) that make them susceptible to the cold, so outside isn't ideal and also isn't cutting it anymore.

Nothing is going to change anytime soon and I just need advice!

Family member works from home, shops online and doesn't break the rules in general, so very low risk. Their housemates are also very well behaved re: rules as they have each other and don't mind the potential care bubble.

Sadly family member cannot move in with us as we do not have enough space to house permanently.

Any advice is appreciated.

Worth adding we haven't seen her for months, she's stuck to the rules and we are proud of her for adhering this far, but it's at the point now where walks in the park in December and freezing our arses off isn't practical or enjoyable.

Her therapy has also just been cancelled due to new announcements from the provider and won't start til Jan, so she's more vulnerable than normal.

You can travel to provide care. This would be providing care, so allowable, imo.

AFAIK, there's no restriction on the type of condition for a care bubble. As long as the person genuinely needs support -and it sounds like your relative does - you can form a bubble with her.
