Will hotels/B&Bs all close?

If the guidance now is essential travel only in all tiers, will all the hotels and B&Bs close/refund for non-essential stays?
I can't see any detailed information on the govt website yet.

I think hotels in tier 1 can stay open, but can’t accept guests from tier 3 or 4? You can’t hang out in a hotel you have travelled to with anyone outside your bubble though.

I think they can be open for people who "can't return home" (I'm not sure how they would determine that) and people who use it as a main residence. (assuming council run schemes etc). Also work related purposes.
So for instance, if someone was suddenly homeless, I expect they can get accommodation in a hotel B&B (again, not sure how this would be proved?)

I know, what does can't return home even mean? Clarity and this govt very rarely meet!
We are tier 2 and were supposed to be travelling to another tier 2 and wondering if we'll get an automatic refund.

Maybe people fleeing DV or sudden homelessness but able to afford a room? (eg if I was to be somehow left homeless tomorrow, I could afford a room for a couple of nights, but would they accept me?)

I think that's already the situation in tier 3. If they don't ask tiers 2 and 1 to do the same, it gives another very mixed message on the non-essential travel rules/guidelines .

Well we are in a hotel in tier 2 now so we can do a socially distant outside meet up with my parents tomorrow who are in a tier 3 area. Hotel is quiet and we got upgraded to a suite. We were in a tier 3 area when we arrived and will be in tier 4 tomorrow but we just had food in the room so weren’t in any public areas.

No they won't all close as there are a number of reasons that they can stay open for, but anyone travelling for non-essential reasons should be turned away and refunded.
People can continue to travel for essential work, and hotels can also stay open for those unable to return home (for reasons such as domestic violence, the home being destroyed by fire, or because you cannot get an earlier booking home if out of area) and for those with no home (such as those placed in them by councils or in some cases some of their own employees who get accommodation as part of their job).
