Student.....or not?

If I have understood it correctly, in England, adult children living away from home who are students can return home and be counted as members of the household again, but those who are away for other reasons count as separate households for "bubble" purposes. I have an adult child who has graduated and is working part time, but is also doing another course part time, so still a registered student of a higher education institution. So what does everyone think? Do we count her as a separate household or not?
DH and I have different views so I'm interested to hear how other people would see this and why.

Sorry she would be a different household. She’s working, not a uni student. The other course is irrelevant.

She's a separate household.

Uni students are supposed to be isolating and testing negative before 'going home'.

Your daughter is an adult, working - not 18/19 at Uni. It's quite different.

We have a similar situation. DS is doing a placement year away from his uni town.
However he is still registered with them as a uni student and has to pay £1900 a year in fees this year Angry.
We are considering him as a returning student.

It's about access to tests and most unis have agreed a testing regime prior to travel home. It's not about what fees they pay or their age it's about testing and travel windows.

It’s voluntary. My dd will be coming home. She doesn’t have access to this testing at her college.

DS will have been self-isolating for 2 weeks prior to coming and will drive himself home so we've assessed it as extremely low risk.

That said, we're not meeting up with others over Christmas , so it doesn't affect our numbers anyway!
