What constitutes a single parent for a bubble?

My sister lives near us with her two children. Her husband works away from home - usually, but not always coming home for the weekend. She has two small children - 1&3 - and lives in a remote location. Is it ok for us to bubble with her for outdoor walks or not? Obviously not at the weekends, when her husband is around. (To add to the complications, it’s not always clear until the last minute whether her husband will be able to travel home for the weekend.

She isn't a single adult household, so she doesn't come under the bubble legislation. However children under compulsory school age don't count for meeting outdoors so you and any kids you have under 5 could go for outdoor walks with her anyway.

The bubble rules have broadened (altho probably wouldn't apply here?), but as the above poster says, outdoor walks are allowed anyway!

And, if you're in England, regardless of tier, from Wednesday, you'll be able to meet up for outside walks according to the Rule of 6. So no bubbles needed.

I can’t drive at the moment (problem with sight) so DP would have to drive me there. And don’t really want to leave him sitting in the car while we walk!

She doesn’t count for a bubble. You can do outdoor walks with her though from next Wednesday with up to 6 people.

From Wednesday it will be "allowed" under rule of 6, but I would have done it before anyway. Outdoors transmission risk is tiny.
