Can I be fined or reported if one household member has symptoms and the others don’t self-isolate?

Just that really. I can’t tell from the guidance if there are any official penalties for this or if there is a route to report.

There is a teacher and school age children in our household who are not showing symptoms.

@HotPenguin

This happened to someone I know, the person who should have been isolating was found out and it caused a lot of upset for vulnerable people at their place of work. They got a formal warning I believe.
But how could they get a formal warning? There was no proof that anyone in the household actually had covid. Same as the OP’s house, as no one has had a test. So they got a formal warning for going into work whilst someone in their household was a bit hot?

Do you have to be under threat of fine to behave properly?

Personally no.

If they are refusing then to be honest I would be reporting them to their work, and certainly be reporting to the schools for the teacher and children

This would be a possibility although they would know it was me and could just deny it.

I know because they told me (I have it in writing as by email). The people refusing to isolate do not have symptoms but are in the household.

I am a bit shocked to be honest I really did not expect this of them.

Do you know hotpenguin personally? How could you know there was no proof he'd been in close contact with a positive case?

If he had been told to self isolate than he either had symptoms, a positive test or close contact with a positive case/suspected positive test. If you continue to go into work under those circumstances, then your work are entitled to issue a warning for endangering staff.
It's better than the workplaces pushing people to ignore the rules.

I’m a vulnerable teacher and disgusted that a colleague and/or parents would attend school or send their children to school from an symptomatic household. Tell their school(s)!
