My neighbour has covid and visitors

So my neighbour just found out he has covid this morning....he is using his parents to bring him stuff.... which is fine, they are at the door with masks on.... except that they are usually in is house house every day, including last night! In my opinion they should also be isolating!
Now he has workmen at his house! I don't want to cause problems with the neighbours by telling workmen but I feel so sorry for them and the god knows how many people's houses they are now going to visit! I have no idea if he has told them he has covid but I'm totally shocked that he didn't cancel/would be even more shocked if they have agreed to enter a house with covid!
This is the problem with the world/prevention of this virus. stupid people!

This needs reporting, obviously his family need to isolate as well. If it's emergency repairs, the workmen may know and be willing to work. There's a fair chance something will go on our boiler soon, I was worried about it it happening if we had Covid, and engineer told me he was willing to work in house but would want extra precautions on top of masks, current SD level.

Thankfully they were only actually there about 2 minutes and I actually think they went in the garage, not the house so hopefully should be fine.
I called the company, but it was a large national company so just a call centre and someone who didn't speak great English. I told them and she spoke to her manager but not sure whether she fully understood or not.
He later ordered takeaway and answered the door himself, no contact thankfully. It's craziness!
Think I might put a huge sign in our window to warn people!

It wasn't emergency repairs. Obviously don't want to give too much detail but think like a painter or someone to cut the grass. Things that are annoying but can wait.
