Travelling between tiers.

I apologise if this hasn’t been covered already. I tried to search online, but struggled to find an answer. My PIL want to travel to see us for our DD’s birthday. They live in a tier 2 area, and we are in tier 1. It’s about 2 hours drive between us.
We are thinking about going to an outdoor place, but I am unclear about the rules.
Can they eat inside at a cafe? Presumably we need to be at different tables.
Could we go to a cinema if we sat socially distanced? I guess they can’t come to our home?
I am sorry if I am being a bit dim! I have been really careful with all the rules, but I am a bit confused about travelling between tiers.

They can travel but you can’t be inside with them. So you could meet up outside and eat outside but not eat with them inside a restaurant or pub.

They need to follow the higher of the rules for the tier they live in and the tier they are visiting. They therefore need to follow tier 2 rules which are easily found online at the .gov website:

Ah! Great, thank you. That makes it much clearer. Thank you!

Yes, they follow the rules of their tier. In tier 2 you can be outside (including your garden) as long as there are less than 6 in total.
If you want to meet indoors, eg a cafe, it can only be with members of your own household or support bubble - and only single adult households get to form a support bubble.
