It's not so much about creating catastrophe as it is about taking advantage of it and (in some ways) making it worse.

whenever there is a crisis opportunists are drawn in, they know that they can make a great deal of hay while the chaotic sun is shining
This is nothing new, we should expect people in power to behave like this, we should anticipate it and be ready hold them to account

I'm not saying it's a good thing I'm saying it's part of human nature... the selfish impulse to exploit any opportunity and try and turn it to your own advantage
We should recognise that humans have these weaknesses and try to turn them into strengths, try to turn selfish actions into actions that benefit everyone

For largely ideological reasons and under cover of the need for urgent action the taxpayer has been completely ripped off and left with a health and economic crisis on all fronts. I really hope there is a full enquiry.

It's just awful isn't it. The pessimist in me thinks a full enquiry will only go so far. The relationships amongst the powers that be (Government and beyond) are so incestuous that I'm sure it'll all somehow be made to go away.

@FTMF30 people don't even seem to be bothered about holding them to account. Family members of mine just shrug their shoulders and say 'that's politicians for you'. If the public raise their eyebrows at the news but don't call for transparency then they will just keep on lining their own and their friends pockets. There's not even a pretence at accountability any more.

@GrumblyMumblyisnotJumbly I do agree but I also sometimes also despair at any justice ever been done.

The Old Boys' Network runs far and wide, alongside the fact money seems to take over any sense of morals. Even those carrying out formal enquires can sometimes be connected to those they are investigating in some way or another. It's just utterly sickening and I, myself, am sometimes at a loss at what I can do about it as an individual. other than draw the corruption to people's attention.

The thing is many of these companies who have been gifted contracts, pass most of the work on to others anyway, as recently they have been so enormous, that no one company can handle the work. These companies are generally already on the Government contract preferred list, and therefore in an emergency are first call companies. If you already have a contract running, much quicker and easier to extend than to go through a process from scratch.

Now, I accept this doesn't always mean good value for money, and there have been some deplorable awards on contracts to companies with little or no experience, and this is being called out in by consultancies and the companies they employ.

What you never hear about is all the good work that has been going on quietly in the background by the thousands and thousands of private contractors who keep government, and in particular, the NHS running.
