Today’s announcement vs parliament voting vs coming into law

So when Boris announces the x3 Tier restrictions today, they don’t then come into force - ie parliament will then vote on them, and then they have to be brought into effect? Is that right?

So a bit like national lockdown when there as a time lag between announcement of the ‘stay at home’ restrictions and the, coming into force a couple of days later.

So would this be the same here? Or do local authorities already have the power to impose restrictions but it’s just the case that they will impose only one of the x3 tiers instead of confusing local variances?

They already have the powers

The reason for 'delay' in March was to allow for the passage of the coronavirus emergency powers act. It remains in force (has just had its first 6month review - lively debate on role of Parliament on roll out of new measures v government just imposing them), so there is no need to delay

There wouldn't need to be a big time delay even if restrictions didn't come into force immediately. It has been reported that parliament are voting tomorrow.
