How are local lockdowns decided?

I have tried having a look online to see but can't work it out. I have avoided reading lots of Covid news for a while but I keep an eye on local figures. The rate in my city is quite low but the % week on change is over 100%. On the "on the rise" map the guardian displays for we are shown as red.

Is the main impact of local lockdowns the restrictions on visiting homes/meeting up indoors?

Its worked out on the rate per 100,000.
I think the restrictions will be linked to how they think the virus is spreading

It depends how important the area where you live is.
So if you live in somewhere like London it wont go into a local lockdown.
If you live in a small isolated village even if your rate is none existent unfortunately you will have to go into a lockdown.
