Rule of Six and Volunteering

I volunteer for a very small charity and our AGM is coming up.
I was wondering if anyone can point me towards guidance about whether meeting up for this purpose would be allowed under the "rule of six".
In my understanding, groups of more than 6 are allowed for a work environment but not for socialising. As this is not a paid job, although some committee members are paid, I dont know which category this comes under.

P.s. the meeting could be easily socially distanced or even held outside at a push

I’m not sure but is there any reason you can’t do it on Zoom? It’s not really a good idea at the moment to meet in large groups and this is voluntary not paid work.

It’d likely be allowed under work, especially if socially distanced. It’s not a position I would choose to put volunteers in though, especially if today Johnson goes back to a work from home if you can message. Can it not be done virtually? Or at least part virtually for those who feel more comfortable that way? (Appreciate the technology challenges for small charities working with volunteers)

All the other meetings this year have been done virtually. However for the AGM there are things to handover and new members and we were just feeling it would be much easier to achieve what we need to face to face.
We are in an area of the country with very low levels presently and it wouldnt be a huge gathering - probably about 10 people - but more than 6.

I am involved in an organisation that is run/operated by a mixture of salaried/expenses covered/volunteer staff. We operate during the school year. Currently our meetings are held in the open air, with the intention of moving over completely to Zoom in a couple of weeks, once we've ironed out the niggles in our new 'Covid-influenced' (I won't say C-secure!) way of operating. Our leadership tram are pedantically careful when it comes to being compliant with Covid guidelines.

I'd imagine it was classed as work not leisure.

I'm in an area where we're not allowed to mix with other households inside at all, but there are no restrictions on me going to volunteer in a charity shop.

Here is the Gorvernment Guidelines for volunteering. They're not much help and they don't cover AGMs.

There is more help from the Charity Commission:. In particular, if you download the pdf of Guidance for Trustees, there's a link to legal advice which among other things says "There is legal authority (Byng v London Life Association [1989] 1 All ER 560) that a company general meeting requires the participants to be able to both see and hear each other. Accordingly, video conferences are meetings and permissible unless the governing document states otherwise (which is very unlikely). People participating by video link are ‘present’ at the meeting."

In practical terms, it would be difficult to hold an AGM open to the public under current conditions - you would need a hall much larger than your usual venue to accommodate social distancing - not just during the meeting, but as people arrive and leave, use the loos, etc.

All the organisations I'm involved in - one charity, two non-charity - are holding committee meetings and AGMs via Zoom

Just seen your update and the reasons why you want to do this live. Could you do a compromise? - Zoom AGM followed up with a 6 person handover meeting? Or do you need all 10 at the handover?
