Most of the buses round here do too. But the one I was on today definitely had more than 30 passengers and a small group standing by the exit doors wearing no masks. I got a photo of the bus numberplate after getting off and am considering reporting the driver - it felt very unsafe.
Why would you report the bus driver? What can he do realistically?
Obviously you were there, you saw the people without masks, I imagine they all looked like they'd take a stern telling off and not react negatively in any way?
He can ask people to wear face coverings. He could, in theory, refuse people getting on without a mask, and he can tell someone to get off the bus for not complying. The area I grew up in, the second two options would likely result in the buses windows getting bricked, or driver spat on/otherwise assaulted. They can't physically remove people from the bus. They could stop the bus and refuse to move, maybe call the police. How many times a day are they going to do that?
I'd imagine bus drivers have been told to abide by the laws where possible, but to avoid confrontations, as they aren't paid for that shit, they are paid to drive.
In the worst case scenario of you reporting him, he loses his job? What does that achieve? You'll have potentially knackered another family at a time when so many are already struggling.
I've just noticed before hitting post that you also felt he was over capacity. If a route has 20 stops and due to the nature of the stops, there's always 30 people on there by the time it gets to stop 10, what are the people at stops 11 onwards supposed to do? They could run more buses, but they'd need to find the extra vehicles and drivers to meet the need, which doubles the cost. Again I would imagine they have been told to use their own judgement.
I understand you felt unsafe, but throwing people at the bottom of the food chain in that organisation under a bus seems wrong to me.
