Why not test instead of quarantine?

Why can't people returning to uk from France etc, chose to be tested for CV instead of quarantine for 14 days?

They could be tested on entry and again 3 days or so later.

Perhaps the reason is you don't test positive for cv in the incubation period? Does anyone know?

I can see tests being taken regularly in secondary schools.

The whole Q14 is a farce for people who are symptomless. Especially if it is done without testing to see which (if any) of the people who have been required to give up their freedom in this way actually go on to develop C19.

I think this will be seen as a scandal, both in reference to freedom of movement and to lost education in time to come.
