Bubble question

I'm trying to get my head around bubbles.

Can my 80 year old mum who lives alone form a bubble with her daughter, son-in-law, and adult daughter?

The family are all working in public facing roles, providing care for another household that is shielded, and going about their lives as normal now visiting attractions, ikea, shopping, garden centres, pubs etc.

I didn't think this would be ok but the family think it is and I can't make any sense of the guidance. I'm shielded so am extra cautious which might be colouring my view.

Technically she can, if in England. Whether she should depending on her health is a different matter.

She has hypertension and a few other health issues but nothing drastic. I've been doing all her shopping online for her and getting everything delivered for her including prescriptions so she's been very careful until recently when she's started seeing people outside for walks.

What ineedaholidaynow said. The key point is that just because something is "allowed" under the guidance doesn't mean it's safe. People need to use their common sense and take into account all the circumstances in making this kind of decision. Clearly, there is a risk that any member of your family could contract coronavirus and pass it to your Mum. I think the key issue is what level of risk your Mum wants to take. Is living life as "normal" such a high priority for her that she is willing to take the obvious risks of being indoors with the family? Would she prefer to not see them at all for the moment in the hope that infection rates will drop and the risk will therefore lower? Would she prefer to meet at a 2 metre distance in the garden (which would massively reduce the risk)? Would she prefer to reduce the odds of getting the virus by meeting up less frequently than she normally would, or only meet one family member at any one time?
