Husband with underlying health conditions

My husband has sarcoidosis, it is being managed and he no longer takes any meds, but he is still considered vulnerable. He received the recent communications advising him not to go out, but... he is going crazy indoors and longs to go out. He is going no further than the garden at the moment, but by his own admission, could do with really stretching his legs. Would it be a really, truly stupid thing to go out for a walk? We live in a quiet area, and I can't stand seeing him doing C25k up and down the blimmin' stairs yet again today.

Is he vulnerable or extremely vulnerable?
There is a difference.

Only he can make that decision but my elderly parents are going for a half hour walk most days. They barely see anyone and cross the road if they do. Personally I think this is an acceptable 'risk' as it's healthy for them to get exercise, fresh air, sunshine and mentally very good for them.
But I'm not an expert!

Also my mum has underlying health condition too.
