SE pay for CIS, any help please?

My partner is self employed under the construction industry scheme but he only works for one firm. Having watched Martin Lewis, it seems he should be furloughed because his boss takes out his tax and NI but they're saying this isn't the case. Fron what I've read he won't be able to claim the SE pay because he doesn't submit a tax return in January but he gets his tax details in April so he can claim a rebate.
Does anybody know where we stand? Obviously we're worried about paying the mortgage, bills and feeding ourselves because I'm a SAHM.

If he is self employed through cis he can claim for the self employed one. Sounds like he submits early as you can submit from april until January. Alot of cis workers submit straight away in april as they claim tax back as they have been paying 20% on all earnings anyway. As long as he submitted a return for year end april 2019 he will be able to claim.
Its wont be via the furloughed scheme though as he is not an employee he is self employed.
If I have that right.
His boss should not be taking national insurance from him though if its through cis scheme. That bit confused me

My firm employs certain sub contractors under CIS as well as having staff on payroll.

The tax deducted under CIS is different to normal PAYE tax and NI. Under CIS either no, 20% or 40% is deducted (depending on status). NI is not deducted. I assume your Dh has to invoice the main contractor each month.

Are you saying that he has only recently become self employed so did not submit a tax return for the tax year 18-19 (deadline was Jan)? If that’s the case unfortunately he’s one of the ones who can’t be covered by this scheme.
