Self employed sub contractor cis scheme

If self employed people are to get help based on the last 3 years of earning. What happens if you are a sub contractor? My husband only has 1 and half years of tax returns which aren't as high as these last 12 months where he's been a subcontractor - all his tax is taken for him so the government know exactly how much he's worked and earned.

Can they not use these amounts to prove his earnings?
