It's absolutely tragic. But I can see how it could happen in our new reality.
Let's imagine a town where we have 100 carers and 1000 people needing to be cared for (residential or at home) Imagine 30 of the carers are high risk - either older age/diabetic/asthma/high blood pressure etc and are told to stay at home. Another 20 carers decide they won't work - they either have high risk people at home/children and no childcare (without grandparents) or are simply too fearful. They either quit, take unpaid leave or "self isolae" So now we have 50 carers.
As the virus spreads more and more carers or their loved ones are ill or self isolating at home or sick in hospital. More people in the community are sick and need help.
I imagine the situation could develop to be left with 30 healthy carers and 2000 people needing care. As carers see the losing battle they are facing they are too scared or too despairing or simply can't do enough.
The only way to avoid it is to slow the spread with a full lockdown.
