Has your mum fully understood the form? You are only allowed to move to shop for food or medicines. You are allowed to move to go to work with a declaration from your employer and the form. You are allowed out to exercise alone.

There is no meeting up with family and friends. No café culture as no cafés are open.

Bollocks to the cafe culture comment. Everything was shut on Saturday. The police are checking the forms and breaking groups up. And French police are not particularly friendly. There's already a fine, and it's already planned to go up if people still ignore it. Maybe in little villages they're not taking it seriously, but in Paris they are. I agree that the forms seem rather stupid though. Surely a single person going to a shop is pretty obvious.

Firstly my mother is not stupid
There is no policing & everyone is going about their business as usual. She has no garden is walking her dog so it doesn’t shit on the carpet.

They are allowing a certain period of grace before introducing fines. She should expect to see a heavier police presence from tomorrow onwards.
