Borrowing. UK long term bonds have a yield 0.3 percent. That's incredibly low.

I don't know for sure but I would assume that most countries, developed ones at least, have some kind of emergency contingency fund tucked away to deal with things like pandemics, wars etc.

There is contingency fund. The UK is in crippling debt, this will make it worse and Brexit is yet to bite.

Tbh while it helps small businesses a lot of the bigger measures depend on loans - short term fix but long term problem and it remains to be seen whether they will be accessible
