What does lockdown mean?

So I keep seeing people say we should be in "lockdown". But what does that phrase actually mean??

Locked in houses? Towns? Counties?
Motorways only open to essential people?
Ports, airports closed? How would we get food and supplies?
Who choses who doesn't go into lockdown?
Essential people are still needed. Doctors, nurses, carers, cleaners, emergency services, lorry drivers, delivery people, bin men, power station and water plant operatives the list goes on and on

I'm seeing anger that we aren't in lockdown now, but I don't think it's as easy as some making out. Alot of us work hand to mouth and simply can't afford to not work. What would happen to those who use food banks? Or those who after the lockdown has lifted find they have no job to go back to?
It's not a choice between saving the economy and saving lives, they both go hand in hand.

It means whatever the regulations say it means

The press will use the term as soon as there are any restrictions on travel, or widespread curtailment of ordinary life (closing cinemas, all indoors gatherings etc)
