Trump's 15 point peace plan & Iran's counter offer

Trump's 15-point plan to end Iran war:

Iran must dismantle its existing nuclear capabilities
Iran must commit never to pursue nuclear weapons
There will be no uranium enrichment on Iranian territory
Iran must hand its stockpile of some 450 kilograms of uranium enriched to 60 per cent to the International Atomic Energy Agency in the near future, in a timetable to be agreed
The Natanz, Isfahan and Fordo nuclear facilities must be dismantled
The IAEA, the UN’s nuclear watchdog, must be granted full access, transparency and oversight inside Iran.
Iran must abandon its regional proxy “paradigm.”
Iran must cease the funding, direction and arming of its regional proxies.
The Strait of Hormuz must remain open and function as a free maritime corridor.
Iran’s missile program must be limited in both range and quantity, with specific thresholds to be determined at a later stage.
Any future use of missiles would be restricted to self-defence.

In return, Iran would benefit as follows:
Iran would receive a full lifting of sanctions imposed by the international community
The US would assist Iran in advancing its civilian nuclear program, including electricity generation at the Bushehr nuclear plant
The so-called 'snapback' mechanism, which allows for the automatic re-imposition of sanctions if Iran fails to comply, would be removed
The 15th and final point was not reported in the plan by the Times of Israel

Iran’s counter-offer after US submits peace plan

Iranian negotiators have informed the Trump administration of their demands for an end to the war.

The Iranian Revolutionary Guard Corps (IRGC) is demanding that the US closes all of its bases in the Gulf and pays reparations for the attacks.
Other demands include:
Iran is able to collect fees from ships travelling through the Strait of Hormuz
Guarantees that the war won’t restart, as well as an end to Israel’s operation against Hezbollah in Lebanon
Lifting all sanctions on Iran
No limitations on Iran’s missile programme

Is the end of the war in sight?

Any eventual talks are likely to be led by Trump's peace envoys, Steve Witkoff and Jared Kushner - the president's son-in-law.

The reported US peace proposals look similar to the model followed by the envoys to end more than two years of fighting between Israel and Hamas in the Gaza Strip.

If that procedure is to be replicated, a ceasefire would have to be declared to enable negotiations on any draft.

Israel's Channel 12 said the country's leaders might not be too happy to pause their attacks on Iran at this stage - Netanyahu had similar reservations about a ceasefire during the Gaza negotiations.

Israel's Economy Minister, Nir Barkat, told the BBC it was unlikely Iran would agree to Trump's terms.

Despite Iran being adamant that they are not in negotiations with the US, they have nevertheless officially responded to Donald Trump’s 15-point plan to end the war, Iranian state media is reporting.

Iran’s response was delivered to the US via intermediaries overnight, with Tehran now awaiting Washington’s reply, the state-affiliated Tasnim news agency reported.

A senior Iranian official told Reuters that the plan, submitted by the US on Tuesday, was “one-sided and unfair”, serving only US and Israeli interests.

Tehran’s conditions include an end to all attacks and assassinations, compensation for war damages, and a halt to fighting across all fronts – including between Israel and Hezbollah in Lebanon.

Iran to give US 20 ships of oil as ‘sign of respect’

Donald Trump has claimed that Tehran authorised the passage of 20 oil tankers through the Strait of Hormuz as a goodwill gesture toward the United States.

“We are negotiating with them directly and indirectly,” he said.

Speaking on board Air Force One, Mr Trump said negotiations were going “extremely well” and that Iran was going to send 20 oil tankers to the US on Monday, through the Strait of Hormuz.

“I can’t define it exactly, but they gave us, I think, out of a sign of respect, 20 boats of oil.

“Big, big boats of oil going through the Hormuz Strait, and that’s taking place starting tomorrow morning.”

He added that he was “pretty sure” the US would make a deal with Iran, “but it’s possible we won’t”.

For the record because it's good to track these things, these are the 10 Iranian demands at the beginning of the ceasefire:

  • End of all attacks on Iran and its allies
  • Full ceasefire across the region (including places like Lebanon, Yemen, etc.)
  • Lifting all U.S. sanctions on Iran
  • Release of Iranian money/assets frozen abroad
  • U.S. military withdrawal from parts of the Middle East
  • Iran keeps control of the Strait of Hormuz (a key global oil route)
  • Guarantee of safe shipping through that strait
  • Recognition of Iran’s right to nuclear enrichment (very controversial)
  • No nuclear weapons (Iran says it won’t build them)
  • Compensation/reparations for war damage

What are the terms of the ceasefire?

Araghchi said in his statement that while Washington had accepted the “general framework” of Iran’s 10-point proposal as a “basis for negotiations,” Iran was in turn considering a 15-point proposal from the US.

The full details of the 15-point US plan have not been published but it is believed to include: Iran committing to no nuclear weapons, handing over its highly enriched uranium, limits on Tehran’s defense capabilities, an end to regional proxy groups and the reopening of the Strait of Hormuz. Other points on the table include an acknowledgment of Israel’s right to exist, the two regional sources said.
