Am I the only person who finds this wording odd: “The government has not concluded that Israel is acting with that intent.” Is this suggesting they haven’t concluded anything - they’re still deciding. Surely they could just say “The government has concluded that Israel is not acting with that intent.” The latter is much more decisive and clearer than the version they went for.

Which is why they didn't say it. There are levels of certainty and thesholds of evidence.

Yes it doesn't exclude the possibility that the government has not concluded that they are acting with that intent - perhaps that they haven't yet made any conclusion either way.

If they had concluded that Israel were not acting with that intent - they would say so.

I take it as they are constantly monitoring situation and may yet find Israel acting with intent in the future. Which is fair enough.
