A progesterone level of 2 would indicate no ovulation has happened in that cycle.

Does your friend have irregular periods, this is a common cause of such problems.
A common culprit in this regard is a condition called polycystic ovaries which can be treated with assistance from a gynae at a subfertility unit. This is not a problem for GPs to be messing around with.

Clomid is often given to women with ovulation problems but she will need monitoring whilst on it (with blood tests and ultrasounds, preferably both) as it can affect hormone levels markedly.

Your friend needs to have her LH and FSH levels tested on day 2 and these must be compared against each other (if LH is higher than FSH then PCO could be the cause). Progesterone is only part of the story.

LH and FSH kickstart the ovulation process, if these two hormone levels are awry then the level of progesterone will be affected.
