I have drawn MIL's partner (who is only 6 years older than me and DH!). Budget is £40 and he likes fishing and going to stay in thier villa in spain (in a very expat estate full of irish pubs and sports bars so not really into spanish culture beyond the heat). Other than that he doesnt really have any hobbies, not really into things like fashion.

Any ideas?

Does he like beer? Maybe a selection box of 12 different bottles of beers or something similar. You could ask MIL what brands he drinks. As an example my FIL likes Adnams beer and we've got him this in the past:

If he likes listening to music, maybe some good quality headphones? If he is fond of cheese, then perhaps a hamper of chutneys and biscuits, and a cheese knife. Maybe add a fishing magazine when you wrap it.

Otherwise, a bottle of something.

I would usually do edible/drinkable gifts in this situation because at least they won’t go to waste. Find out what he drinks and get a bottle or selection of beers, nice coffee, cheeseboard, snacks etc.
Or possibly something he could use while fishing like warm socks - but he’s likely to have everything he needs.

As the wife of a fisherman:
Find out what kind of fishing he's into (fly/course/river) then go into your local tackle shop and say "can I have £40 worth of fly/river/course tackle, please". Nothing would make an angler happier.

You could also look on Etsy for something like a personalised baiting needle or reel pouch.

Go with the hobby you know he has not the one you wish he had (like posters suggesting beer and cheese etc)
