So my lovely DS aged 2.5 has a witch as the top thing he wants for Xmas ! We already have a small room on the broom witch and are planning on getting him a witches hat

I've not seen any other than the Room on the Broom toys but you might be able to find a hand puppet I'd have thought? They often do fairy tale type sets with those sorts of characters in.
Or is there a toy of Winnie the Witch? He might like some of those books anyway if he doesn't already have them.
Otherwise, I did just see a Winnie the Pooh beanie toy dressed as a witch on Amazon.
