Can humidity be too low for babies?

My baby constantly seems congested and has dry skin. Is it possible the humidity in our room is too low due to the dry cold weather (before the storm) and heating being on? Would a humidifier help? The temperature is 18-19 degrees so I don’t think the heating is too high. Humidity is around 30%. This is the first time I have lived in a house that is not super damp in winter.

30% is a bit low.

A humidity level of 30% indoors is low and creates a dry indoor climate especially in winter which can cause symptoms such as dry skin, irritated eyes, dry throat, coughing, static electricity and worsening asthma.
The optimal humidity is generally between 30-60% but many experts recommend 40-60% to avoid dryness so you could increase the humidity by using a humidifier.
