Our nursery doesn’t seem to understand balloon safety/hazards

Our child’s nursery repeatedly uses balloons for activities. The latest was paddling pools full, and I mean to the brim, with balloons in various states of inflation. The water was littered with uninflated balloons and scraps everywhere. This was for children below 3years old to play in. I’ve always been hyper aware to watch children like a hawk around balloons and especially deflated ones, due to choking hazard. But am I being too cautious about this?
The play ground/pool area must have had 100s of bits of balloon everywhere and lots of children splashing around. Not easy to keep track of each child I’d say.
help? Am I being over protective? My child is 15mo.

I have spoken to them before about an incident where there were maybe 10-15 balloons, being encouraged to be popped..😕 and they said they were always watched and any pieces are immediately picked up.. but this recent episode was like a balloon graveyard 😞

Sorry, they had water in paddling pools with a layer of balloons on top of the water?

That's incredibly dangerous in itself - there's no clear view for them to see if a child's head is under the water if it is obscured by the balloons?!

Well in the pictures all the balloons were half deflated or less, so you could still see the water quite well. But they may have started off fully inflated!
