Medical circumcision and ointment given

My son (a child but not an infant or baby) was circumcised for medical reasons last week. It's day six now, and it seems to be really red and swollen between the stitches on one side, and this morning I saw some pus coming out. The swellings are small but they are sore to touch. I called the clinic and they said 'if he doesn't have a fever, he doesn't have an infection'. I'm not so sure. Yes, he clearly doesn't have a spreading infection or sepsis, but I've had skin infections before and not had a fever. My son's having a shower and washing the area with gentle liquid soap every day as per the instructions . My main question however, is about the ointment he was prescribed. He was prescribed a steroid ointment for a week, which surprised me when I looked up what it was. I would've assumed he would get an antibiotic or at least an antiseptic appointment. I am, again, surprised that he has not been given any form of antibiotic. Would you say this is normal? Did the surgeon write down the incorrect ointment? The only reason I can see for having a steroid is perhaps to reduce inflammation, but surely steroids also thin the skin so it seems like an odd thing to put on a newly healing cut. I'm going to try and get hold of him tomorrow, but a lot of staff are on holiday right now and I was warned he might not be available, though I can probably get a message to him. I'm interested to hear your thoughts after your own experiences!

the incision area usually heals white (a white soft tissue "scab") and usually within 48 hours in babies is healed except for some minor swelling.
if your sure it's white discharge and not the white healing layer continue with contacting your dr.
rather than soap i would suggest sitting in warm salt water and rather than steroid i would suggest petroleum jelly. both these suggestions might be very old school grant it but i have cared for many many circumcised infants.
