Baby constantly scratching, what can I do?

My son is 4 months old and is constantly scratching his head and face. I keep scratch mitts on almost all day because as soon as his hands are free, he tears his scalp to pieces. So much blood, looks like he's been attacked by a cat even when his nails have been cut.
He did have very bad cradle cap and quite a lot of hair, I had to cut his hair off because he would get such a good grip on it and pull it until he's screaming the house down.
He has no hair now and I've managed to treat the cradle cap but he still itches with no rash visible. I've been using coconut oil and the Dr gave a mild steroid cream which changed his skin color so I stopped using it.

Not sure what else to do to stop the itching as the Dr didn't want to give anything else due to his age.

Try aloe Vera. Just thinking he's itching bc the scalp is dry or irritated. Coconut oil on its own can be drying. You can get aloe Vera water (juice/hydrosol) which you can spray. Or a gel. Try naturallythinking.com

Steroid cream is the only thing that will work. It’s not the cream changing his skin colour, it’s the ezcema. DS had dark patches from excema but if we keep putting steroid cream religiously everyday they eventually fade after 3-4 weeks.

This is what the Dr initially said, however, He doesn't have a rash of any sort as you can see in the last picture, his face is also clear so he doesn't have and has never had eczema. Additionally, steroid creams are known to lighten and thin the skin, his scalp and gave are noticeably lighter where I've used the steroid cream.
