Eczema - so frustrated

Please can anyone share what you have found to work with eczema! My 14 mo has two patches, on his neck and back of one leg which I cannot get rid of. The GP just keeps prescribing another week of hydrocortisone cream every time it flares up, but within days of stopping the cream it comes back again. I stupidly told her he's not too bothered by it (which is true) so she doesn't want to try anything stronger, but it gets to the point where its pussy and looks so sore! I'm worried about him getting a bad infection if it continues. Also I'd rather something stronger than prolonged mild steroid use. We use epaderm to moisturise regularly (though I sometimes think that makes it worse) and dermol as a soap substitute. It got much better when we went away for a while to an area with much softer water (we live in East London with incredibly hard water) so I wonder if anyone has got a water softener for this reason with good results? I'm well aware his is very mild compared to some I've read about, and the GP is convinced it's not an allergy because it's only in two fairly small patches.

Sorry for the essay! Any tips gratefully received.

We used aqueous cream, you get it from thr pharmacist. My daughter grew out of hers by about two. We put the cream in her bath and on her.

In hindsight I suspect she had a reaction to milk as she’s lactose intolerant.

My DS used to have severe eczema. The GP was utterly useless and we had to go private to get it sorted.
Emollients need to be applied very thickly and allowed to soak in, several times a day. There are many different types out there and you need to find one that works for your DD. My DS used Epaderm on his body and diprobase around his eyes. We used dermol 500 and dermol 600 as soap/in the bath. Can't remember which is which now, but one comes in a pump dispenser and one in a big bottle.
The game changer was protopic, which is not a steroid cream, it works in a different way and cleared his skin up in conjunction with strict use of the emollients. We also used Surcare washing powder and cotton clothing/bedding.

And we did have a water softener fitted which I think did help.
