Could this really be scabies?

DS came out in an itchy rash just over two weeks ago. GP said it was a rash that had been caused by a viral infection, gave us some steroid cream. This all bit cleared it up.
Yesterday the rash looked like it was coming back so off to GP (saw a different gp) who said that because the rash is partly on ds hands, its scabies.
Gave us treatment and told us wash all bedding and towels at 50.
Have put the treatment on and washed everything as recommended. The only thing is I'm not sure it is scabies.
No one else at school or home has it, if it was scabies then surely the steroid cream would not have made any difference as it wouldn't have killed the mites?
He just literally saw a bit of a rash on his hands and made a diagnosis, even though the rash is predominantly on his belly.

Bard to tell from the photos??? Scabies looks like track marks, in a line, as your skin react to them under the skin. If i remember correctly.

Sorry my app hasn't been working. Let's try this. This is the rash now. It's on his back and legs and arms mostly.
It is now a chuffing mystery. Spoke to school nurse about what I could do to help soothe it and she said give him the steroid cream alongside the scabies treatment...only we ran out. So called the docs who wouldn't give him another prescription without seeing it. Fair enough. So took him in, different gp, first thing she says "that's not scabies" she's convinced it's a post viral rash and wont give him anything (even though the steroid cream pretty much cleared it last time) as it will clear on it's own in time but can take 6 to 8 weeks. Hes already had it for 4 and all it's done is fade and come back. So cool baths with nothing added, oilatum cream after to stop it drying and try and keep him cool. Also no exposure to irritants.
I know DS doesnt seem bothered by it but I hate seeing him covered in it. I hate that it almost goes and then comes back and theres nothing we can do. But he is covered. I know it sounds dramatic but it just makes me feel really sad.
