What is coal treated with? Weird skin reaction.

I am actually quite anxious about this and would be so grateful for words of wisdom. My little girl put her hand in the coal scuttle today and now looks like she has a rope burn on the palm and fingers of her hand. She looks like she's been walloped with a wooden spoon :(

It is a weird purpleish colour at the fingers. No swollenness anywhere else and no difficulty breathing. It's not painful.

Surely no one has ever been allergic to coal?! She has done this before (years ago) with no adverse effects.

Now I'm thinking that she may be allergic to whatever coal is treated with, rather than the coal itself. Coal tar seems to be used a soothing treatment for skin irritations so it's a stretch to imagine coal as the culprit here.

Does anyone know what chemicals are used in processing coal for domestic use? Perhaps there is a chemical coating the coal, if only we knew what it was?? The side of the bag doesn't give any information.
