symbicort SMART regime for children

My DD was put on to the Symbicort SMART regime during a hospital admission 9 months ago and also takes Montelukast. She has been relatively stable since then but we're having ongoing problems with the GP surgery. Every time we see a GP or go for review with the asthma nurse they try to take her off SMART because she's under 18, or they don't understand how the regime works and give conflicting advice, try to lower her dosage, add ventolin etc. We were so worried about it all that we paid money we struggled to afford to see a consultant privately, and he simply confirmed the advice the NHS consultant had given and how SMART works, but our GP surgery seem to take no notice. The NHS consultant discharged DD as she had been stable for 6 months but we're now coming to a difficult time of year when she generally becomes ill and I'm very concerned. DD went for review today and was told by the asthma nurse that if she won't comply with proposed changes to her medication she will not be issued a repeat prescription. The nurse wanted to halve the symbicort, add ventolin and use no more symbicort during the day. This is not how the medication was originally prescribed or explained. DD is now 17 and I'm not allowed into her appointments as the nurse and GPs say it isn't appropriate. I feel DD is being bullied and I'm not sure what to do next.
