Congested newborn

My DD is 4 weeks. When she was born she was "intermittently grunting", so she wasn't treated for grunting because it wasn't classic grunting. We stayed in transitional care for 3 days and were then discharged as she had stopped grunting.
When she was 1 week I noticed she was congested when I lay her down so took her to the GP. GP diagnosed a cold and told me to use nasal drops and steamy bathroom. We have been doing that but again I've noticed the congestion is 1) severe (struggles to breathe and wakes because she can't breathe out of her nose) and 2) intermittent. Sometimes I can lay her down (always elevated) just fine and other times not. I'm not convinced she just has a cold, especially as she doesn't suffer when feeding and her nose is clear.
Is this something to worry about? I think 3 weeks of congestIon is excessive especially as it seems to be getting worse in terms of severity. I've been back to the GP twice but leave with the same advice as before.
Any ideas?

Dd was congested and snuffly for about the first 6 months of her life. Even now at 14 months she is one of those horrendous snooty nosed children I used to think 'just blow their nose' about!

I wouldn't worry UNLESS you think there is any apnoea (sp) going on in which case I'd stress the point with the GP.
