Can CM have twins under 1yr?

Someone i know has twins and was planning on staying off work for a year but as 7 months have gone by, now can't afford it so is just thinking about childcare.

Like me, she would prefer a CM to nursery.
But i know that CM can only have 1 baby under 1.

Is it possible. Can OFSTED make exceptions?

They can make exceptions, my cm has asked on occasion and they've been v reasonable. So long as the cm doesn't have lots of other kids, I can't see them turning a request down.

yes, the Cm can apply for a variation

She will have to state how she will accomodate the needs of the children ie use a double buggy, have sufficient resources and sleeping equipment etc etc

Yes variations are definitely possible. The CM would need to have space within their overall numbers though as it's unlikely they'd get a variation to be over numbers and with 2 under 1s - although not impossible.

Yes I have a permanent variation in place for 2 under 1's, my certificate takes it into account and still says only 3 in the early years.
Ofsted rang me to ask about how I would cope, ie sleep times, meals etc. It was more about the equipment I had, she asked about the baby car seats, transport, buggys etc.
i had to show I could still go on outings safely.

Yes, I've had a variation for 2 under 1's and this was with me having 4 aged 19 months and under in total! The main thing is the childminder can prove to Ofsted she can deal with these ages ok.

Ofsetd can most definitely issue a variation (subject of course to the minder's other committments) - I cannot think of a more obvious case for common-sense to prevail.
