Using Nanny Agencies - When the agency recommends a company, should they declare they are paid commission?

I've been wondering about why quite a lot of nanny agencies seem to recommend one particular nanny payroll company. Turns out that there is commission involved.

A nanny agency is paid by parents to provide the parents with support and advice. Should the agency then be also getting money from companies whom they direct the parents to use?

Part of me feels that is fair, it happens in other industries as well such as Financial Advise where the financial advisor is paid commission when they refer someone to a mortgage company. But the difference I see is that the financial advisor will declare that commission is involved (think my financial paperwork actually says how much commission was paid, and will be paid per year whilst I hold my policy, to the advisor).

For those of you parents who have used nanny agencies, did the agency provide you with several different contact details for payroll companies? Did they tell you which of those companies was paying commission? What do you feel about it... is it fair game that the agencies get commission, or should the agency be impartial and be recommending the best solution for you, rather than the company who pays them the most commission?

I think so because it's a bit like affiliating isn't it, they get money for referrals.
