CM Club - Still being told by Ofsted that reception children count as under 5's

Can anyone help clarify this for me?

I know that it has been done to death on here, but I can't find any of the threads about it.

As an Ofsted inspector as told a childminder that they still count as under 5!

If they do I am WELL over my numbers!

They count as an under 5 for EYFS & paperwork but for ratios - as long as they attend Reception FULL-TIME they class as an over 5

southernbelle77 · 09/12/2008 20:20

According to Ofsted TODAY they DO count in ratios. I am currently at a loss to know what to do!

KatyMac · 09/12/2008 21:20

this is old but is it out-of-date

mum2akebk · 09/12/2008 21:46

That's strange. My own daughter is 4.8 years but attends full time school. I contacted Ofsted and advised them of the situation and they sent me a new certificate allowing me to now have 3 under 5s - putting my daughter into the 5-8 age bracket for ratio purposes.

I thought that NCMA had settled this issue with Ofsted... is that not the case? Anyone know? For those of you who are NCMA members, call NCMA tomorrow to 'nag' them to sort this out.
Seems to me that it is unreasonable for the change from National Standards to EYFS reclassifies some children as fitting a different ratio. I didn't think that was suppose to happen.

nannynick · 09/12/2008 22:29

From the document KatyMac linked:
"We will provide a definitive response as soon as possible."
That was back in June. NCMA's view of As Soon As Possible clearly must be "many many many many months".
NCMA members... time to nag NCMA in issuing a new statement as to how far their Lawyers have got with Ofsted's and DCSF's Lawyers.

Booh · 10/12/2008 14:56

Thank you all

So it is still not cleared up then!

Typical Ofsted, I will contact them again, and have a chat to the NCMA!

Look at page 15/16 of this document

KatyMac · 10/12/2008 18:26

"The interpretation of ?before and after a normal school day? includes school holidays for children in the EYFS who attend ten sessions in school. Such children are regarded as over five at all times for the purposes of the adult to child ratio. This does not mean that the setting can treat them as over five for the purposes of delivering the EYFS. Settings will still need to deliver the EYFS for these children in line with the guidance for inspecting provision before or after school or during school holidays for children in the EYFS. "

nannynick · 10/12/2008 18:42

Nice find KatyMac - It's in an official Ofsted document, dated October 2008, so Childcare Inspectors carrying out inspections now should be aware of it - though how many are is of course another matter. For those CM's due an inspection shortly, probably best to print out and highlight that section, should the inspector query ratios.

KatyMac · 10/12/2008 18:45

I am getting better at searching - I have been practising

SillyMillysMummy · 10/12/2008 19:19

I have it in writing from ofsted that anyone in full time school counts as an over 5

x

SillyMillysMummy · 10/12/2008 19:20

sorry didnt read all the way to top lol

WhileShosheWatchedHerFlocks · 10/12/2008 19:38

Katy am just putting this, as it is a question that often comes up so am making it easily searchable.

Under 5 ratios

School age ratio's

Reception Children counted as 5 years old

Reception child full time at school.

page 15/16

Do you think that is easy enough to find?

KatyMac · 10/12/2008 19:40

Do we need a data base of stuff?

Or some sticky treads at the top of the topic or something?

(just throwing ideas around)

Yes a sticky maybe with maybe the childcare link, that report you just linked, things that are repeatedly asked about.

Would it be worth asking HQ about it?

Maybe a sticky of frequently asked questions.

nannynick · 10/12/2008 22:30

Maybe just one sticky to which we add the latest info - as it does seem to change quite often!

nannynick · 10/12/2008 22:33

Bit like a

Childminder/Nanny/AuPair: Read Me Before Posting

type thing.

KatyMac · 10/12/2008 22:40

Or could MN do a static page with some info on it like CIS (internet vs paper), Ratios, SE (therefore pick own holidays etc), EYFS (required not optional)

I don't know - maybe we should just keep answering the questions - is that what MN is about?

Didn't RTKM start a lsit of MN minders....that kinda petered (should this have an i in it?) out

nannynick · 10/12/2008 22:44

Yes, we could just keep on answering the questions - as mumsnet as far as I am aware relies on Page Views (advert impressions) for much of their revenue, so the more threads there are, the more page views there are likely to be.

KatyMac · 10/12/2008 22:52

Difficult to know what is right

If they did a static page they could get busy bees/accore etc to advertise on it maybe?

JenniPenni · 11/12/2008 08:30

My (just turned 4 then) little mindee will fall into my 5-8 age category when he goes to school next year.

SillyMillysMummy · 13/12/2008 17:13

yes jenni penni but you will still need to do eyfs obs until 1st sept afetr his 5th bday
