continuous access to drinks?

I was talking to a cm yesterday who has just been inspected and said the inspector pulled her up on the fact that drinks arent available al lthe time for the kids. In the nurseries for older kids, they have a jug with cups. Not practical with little ones though, I dont think, she suggested sports bottles lined up on the side, but how do the kids know which one is theirs? And arent we supposed to now be giving open cups to most ages?
Confused as to how to get this to work, what does everyone else do?
Mine get offered drinks at regular intervals and at meals.

Ripeberry I got a job lot on Ebay once, or you can usually buy 3 in a pack from pound shops, only small but perfect for pre school age. I have them for when we go out. If you put baby spots bottle into ebay you will fined them about 99p for 3

Thanks, i'll try Ebay. No we don't let them walk around with the drinks, they have to be at the table.

nappyaddict - sorry only just seen your Q to me, the mindees (both 22months), both have an open cup in reach at all times, and say 'juice' when it needs refilling they drink a lot!

I expect and don't mind cups being spilt, but am not putting a jug out for them!

My kids are under 4 and have different water beakers at all times.

They do have theirown wipes, creams etc. etc. but own tissue boxes?? No way
