Yes, I did see the bit where the headteacher says that the government 'trusts' them to do a good job.
Barely a week goes by in this country without some heart stopping story of childcare mistakes. And this is with inspections. How much worse would it be if there were no inspections or inspectors ready to investigate?
I think it is naive to expect, within our existing culture, that a child care utopia would result from less inspections and research led policy.
Moving goal posts as you put it is perhaps a step forward in creating a better environment and work force for children, bringing us closer to and not further away from your Scandinavian ideal.

The EL goals are clearly set out with most children reaching them naturally as they mature through a careful nurturing and play based curriculum. What's wrong with having things set out clearly.
The numeracy and literacy targets seem to be your chief bone of contention. They are being reviewed and may be amended.
There will always be normally developing children who excel in numeracy and literacy. Children who aren't exceptionally talented but who love playing with numbers. Children who spontaneously try to copy letters and 'write' as soon as they have a pen or pencil or paintbrush in their hands.
Why set the goals low so as to deny those children any recognition.
To ask for the removal of any goals that 'most' children won't be able to reach is yet another symptom the dumbing down of so much in society.
No one suggests that children who don't meet the goals have failed, or that their carers have failed by not pushing them enough.
I have no idea why Finland is at the top of the European literacy tables. I don't know much about Finland except that I had an au pair from Finland last Christmas who was concerned at the level of alcoholism in her country. I'll ask her for her opinions on her schooling.
Why is there so much emphasis placed on literacy when we are hearing so much about some children who are unable to speak properly when they start school? The emphasis on literacy within the EYFS isn't as great as the emphasis on the provision of a language-rich environment. You can't have one without the other.
