Does anyone know why a Development officer would be at a CM's House.

The reason given is that the CM was on a course, and the DO was her mentor?

Yes - possibly

Or working with out-of-school children

Or discussing future training needs

Or discussing sustainability grants

It's possible CM is doing Foundation Degree in Early Years and needs to be observed by her mentor. I think so at least :D

my development worker comes every 12 weeks as i take grants but she used to come 3 or 4 times a year anyway as i was on the network

OK then would the DO, then pass comment on on eof the mindee children, stating that at 18 months he was devlopmently behind, and after CM talked to parent test said child!

My Network supervisor does my grant checks, plus a Education Officer, who is suppose to come every term, I guess they are called different things in different counties.
