nannynick or others - what's the hours/earnings limit for registering as an employer?

Sorry I know I could find this out if I looked on the inland revenue site, but does anyone know off hand when you start having to take on employers responsibilities?
I'm looking for someone for about 6 hours per week termtime, but more in the holidays.
If you employ a 'babysitter' at what point do you have to do it as an employer? They might be a student, or I guess possibly someone with term time employment.

P25 - Simplified PAYE
You need to complete a P16A (notification of taking on a new employee), if you pay your employee the Lower Earnings Limit for NICs or above (currently £87 per week, or £377 a month), or if your employee has another job.

But also - why is it ok to pay a babysitter without becomign their employer? At what point does a babysitter become a nanny?
