Childminder misery

Hello
posted this on another thread a few weeks back but need more advice please.
my DB who is a long hours shift worker lives by himself on a narrow country track. A few months ago a lady moved next door who said she was a childminder. No problems with that. The trouble is she has woman and men working for her and lots and lots of kids from 7 until 6 every weekday. Then at the weekend she cares for 7 dogs!! This is driving my DB ( the most patient ) person crazy. He is reluctant to speak to her as doesn’t like confrontation, but picked up the courage and went round and was told she was allowed to do it and kids are kids. Literally he has cars coming up and down the lane and reversing and trying to turn round at various times of the day and DC screaming shouting playing in the garden. She put up a large shed for all round outside use next to my DB fence and the noise is so loud. As per previous advice he called ofsted and they stated they will look into it. I checked online for him and she is registered but not as this address and only for a handful of children. Thought that was an old report.
ofsted said they don’t deal with any planning permissions though that may be required due to size of business.
can anyone advise who he contacts with regard to that.
he isn’t trying to get anyone into trouble it is just he is struggle to sleep and park etc. surely this is a business and has to be registered

from what he sees there are quite a few staff. Sometimes 3 plus her. Sometimes more or less.

Does she own or rent? Have the council and OFSTED given permission for the premises to be used for childminding and dog boarding? Is she registered as a dog boarder?

She rents.
she Told DB that all ofsted inspection was done at her old house recently though I can only see one from years ago.
not sure with dogs to be honest. This is a recent thing.

How does he find out if council are aware ?

I don’t think there’s much that can be done about the noise of children. Assuming she’s doing everything legally, she’s as entitled to have a childminding business in her home as he is to work night shifts. I think it would be fair enough for the children not to be allowed in the garden until 8am, but the noise is happening during normal daytime hours.

If people are turning around in his drive then it would be worth complaining to the childminder to ask them to ask parents not to, and he could put up a sign. There’s not much he can do about people legitimately using a public road.

If she rents surely she needs yet landlords permission to run these businesses from the property, as well as the councils. I’d be contacting both .

Council registers are public, he'll have to Google.

I'd complain to the council about the noise, question whether she's registered both businesses, and contact the landlord to complain as well.

These are both the kinds of businesses where your actions or inactions have a huge impact on your neighbours. You don't just move in something this busy and noisy into a residential street, never mind a single track laned house without consulting your neighbours.

Thank you all. I will pass your messages to him and hope he can get more information as to if this is allowed and if so what can be done to reduce the impact on his life.

to be honest at my old house we had a childminder in the area and she was fabulous. Considerate and no trouble. Childminders like this one are giving childminders a bad name. Everyone has a right to some peace.
