CSA payments and other children in paying home

I wondered if anyone could help. I've never had to use the CSA as up til now my daughters father has paid his way. However in the last few years he has married and his new wife already has two children, one at uni and the other who is 16 living at home. His wife receives Child maintenance payments for her two children off their father. But does that mean I have to include the 16 year old when requesting monies through the CSA calculation for my daughter does anyone know, even though he isn't the father?
Just seems that if I do, then they are benefiting twice.

Yes the CMS count children who live in his household even if he isn't the father

Yes.

The amount you receive will be reduced due to him having dependant children in his household.

Thank you. And if he receives a salary and on top of that also a separate pension payment (from being in the services), does that pension payment get added into the income he receives?
