What are the regulations for an informal creche?

Some neighbours and I are running a small community event and we were thinking it'd be nice to offer a creche to make it easy for local mothers to attend.

Does anyone know what the "rules" are around this?

We're hiring a local venue, the attendees will be on site the whole time, in one room, with the creche in the room next door.

Can we run this informally with our own volunteers or do we need childcare professionals with insurance etc?

When I've done this in a work capacity, we've needed to make sure we use nannies with the proper insurance for working at events etc - but maybe this is different as it's not a work thing, it's a free, community-organised event? Does anyone know?

Creches
Creches do not have to register if all the following apply:

they look after children under 8 for 4 hours or less each day
the children’s parents plan to stay in the immediate area[footnote 3] (close by where they can be summoned immediately)
there is no long-term commitment to provide childcare
this is offered to parents or carers as a short-term convenience, for instance while they are shopping
If you offer a crèche where parents can leave their children while they work or take part in training, this is not exempt. This is because it counts as a long-term commitment to provide childcare.
