Want to become a childminder but housing association won't allow it

Hi, I have been considering becoming a registered childminder for quite some time now and have finally taken the steps to make the necessary enquiries to get the ball rolling, however, i currently own a home as part of the shared ownership scheme and the housing association (Adactus) which owns the other share of the property, have refused to provide consent. Has anybody else been in the same situation and been able to have the decision overturned? I have asked the leasehold officer to escalate the issue to a more senior member of their team. This is something I really want to do, I feel absolutely devastated that this is the decision they have made.

I would investigate the change of use issue - it could be that they don't allowing running a business from home but for the purposes of planning, a childminder is not considered business use but working from home. I would argue it's no different from anyone working from home and down-play the number of visitors you'll have as no onerous or bothersome than friends popping over for a regular coffee morning.
