CHILDMINDING: Business, Service or Both?

I have recently began Childminding although have been registered for a while here in Scotland.

Today i was handed a petition from another childminder asking me sign because a childminder in our area is having civil action taken against her by her neighbour, saying that "Childminding is not a service, but a business" and this goes against the title deeds or housing regulation, sorry not very clear which but that's the reasoning behind it.

I did sign because i would hate for my neighbour to do this to me , BUT i was always made to think that , yes, you are providing a service but you are also running a business. I don't think the other CM was very chuffed with me when i sort of said this but i think you are doing both. When i did my training we were told to check if you are able to run a business from your property.
What do you think?

business = buying or selling goods or services the activity of making money by producing or buying and selling goods, or providing services

A definition

Of course C/Ming is a business

I had to apply for Planning permission for change of use of my house from residential to part business use

There is also a covenant on my property that I cannot make soap or slaughter pigs.....naturally I don't - but there might be a covenany saying you cannot conduct any business from the property. If this is the case then the neighbour is (unfortubnatley) in the right

i had to write to my housing association to ask permission to run a business from my home. they did grant it on the condition it doesnt affect my neighbours which it doesnt.

I live in shared ownership property (own half, pay rent to council on half) and I contacted the council to ask if I could run my childminding business from home. Like LMGs, they said as long as they don't get complaints from neighbours.
