Nanny tax return

Our nanny does some babysitting and other freelance work in her spare time. I have explained to her about self-employment for that and the need to file tax returns. She called HMRC, explained the circumstances and was told she does not need to file a return because she earns less than £100k. Seems totally wrong to me (and to her too).
Have suggested she calls again or possibly writes, but if somebody could point her in the direction of an easy explanation of how things work (ideally aimed at nannies), i'd be grateful.
To be clear, I am just trying to point her in the right direction: our employment is entirely covered through the usual PAYE arrangements.

Sounds like the person at HMRC thought the other work was on an employed basis - the people on the general help line just follow a script, they don't actually understand what is going on so if she calls back again she might get the right answer. Probably best to leave it until after the end of January tax return rush though.

Or she could call the Newly Self Employed help line which is staffed by people that understand the difference.
